About Our Job
The Chief Security and Asset Protection Officer (CSO) is primarily responsible for the identification, development, implementation and management of all security functions in facilities managed and operated by the Department of General Services in the City and County of Denver.
Some of the duties and responsibilities:
Evaluates current policies, procedures and practices for facility security activities and functions
Designs, implements and monitors policies, procedures and practices including state-of-the-art technology solutions and innovative security management techniques for security operation improvement and preventive programs; prepares reports as needed
Convenes and oversees a Security Governance Committee to conduct a comprehensive review of security policies, procedures and practices
Identifies and resolves security related issues in a timely manner and reports resolutions as appropriate
Directs and coordinates activities relating to the protection, safeguarding and security of company assets, employees, invitees and others
Understands and complies with federal, state and local regulations and legal requirements; prepares reports as needed
Conducts financial report analysis to ensure security operation efficiency and quality control
Performs facility security vulnerability assessments, physical surveys of premise security and audits of security performance including security equipment condition
Conducts, supervises and prepares reports related to internal investigations of losses, security violations and loss and fraud prevention in conjunction with the Risk Management Office
Develops, implements and manages security training including annual active shooter training for all City Staff
Coordinates security efforts with representatives from the Denver Police Department, Denver Sheriff's Department, Denver Human Services, Office of Emergency Management, federal and state agencies, and Department of Waste Water and Department of Technical Services
Assists in preparation of emergency management, contingency planning and business continuity planning
Performs, arranges and supervises executive protection for assigned executives and elected officials
Manages the video command and dispatch center
Manages and oversees the continuity of operations plans for General Services
Manages a two party, multi-year, multimillion dollar security services contract for the City and County of Denver; directs and coordinates utilizing knowledge of established policies, procedures and practices
Develops and oversees programs involving armed agents at various facilities
Develops, implements and manages facility access control procedures, employee badge visibility protocols, procedures for issuing badges, limiting facility access process, visible visitor passes protocols, misuse of badge access protocols and enforcement management of visitor queues at high traffic facilities
Manages the be on the lookout (BOLO) protocols and notifications
Recommends and assists in the formulation of goals and objectives
Ensures goals and objectives are prioritized and accomplished on time and within budget
Exercises independent judgment in carrying out responsibilities and other activities as assigned

Security Principles and Practices
Certified Protection Professional (CPP®) certification or equivalent
7-10 years direct experience in a high-level security role
Knowledge of security best practices, both physical and electronic
High level analytical skills, leadership experience and exceptional relationship management competencies to understand impact and sensitivity of security issues
Ability to effectively communicate with all levels of the organization on the status of security and related issues
Ability to understand, interpret, analyze and develop consensus within an organizational climate of diverse operational activities and often-conflicting regulations imposed by agencies with regulatory jurisdiction
Demonstrated commitment to lead City Staff in education and training advancement

Baccalaureate Degree in a related field based on a specific position(s).
Three years of experience at the type and level of an Administrator II in a specialized functional area.
A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
Licensure and/or Certification:
By position, completion of a Career Service Authority supervisory training course prior to completion of the probationary period.
